Cell Broadcast (SMS-CB) is a one-to-many messaging technology built into 2G through 5G mobile standards that allows authorities to push emergency alerts to all phones connected to specific cell towers simultaneously. Messages can reach millions of devices in seconds, support geofencing, work without a SIM card, and bypass silent/do-not-disturb modes for high-severity alerts. Different countries implement their own named systems (FR-Alert, DE-Alert, AusAlert) with varying alert severity levels defined by 3GPP standards. The technology avoids the network congestion that would result from sending individual SMS messages to every subscriber, though it offers no read-receipt backchannel. Australia conducted its first national AusAlert test in July 2026, with several other countries including India, Poland, and Brazil still developing their implementations.
