Malatsi comes out swinging in Starlink lobbying row

South African Communications Minister Solly Malatsi has responded to parliamentary scrutiny over alleged Starlink lobbying, naming for the first time the facilitator of his sole meeting with SpaceX's Ryan Goodnight and distancing public affairs firm Resolve Communications from any role in that engagement. Malatsi argues he cannot have been improperly influenced to pursue equity equivalent investment programme (EEIP) policy, as it was already part of the DA's 2024 election manifesto. He disclosed two unrelated contacts from Resolve and invoked President Ramaphosa's own Washington meeting with Elon Musk as a counter-argument. Meanwhile, Starlink's licensing remains deadlocked as Icasa says it cannot recognise equity equivalents without legislative changes to the Electronic Communications Act.
