RFC karma request: scalar object methods (with a working implementation)

A PHP developer (Michal Kral) has built a complete, tested implementation of scalar object methods for PHP — enabling syntax like "hello"->trim()->upper() and (3)->pow(2) — and is requesting RFC karma to formally propose it. The key design insight that differentiates this from the failed 2014 attempt: method dispatch only occurs on receivers whose scalar type is guaranteed at compile time (literals, explicit casts, non-nullable typed properties, or declared return types). No runtime type dispatch is added, no new opcodes are introduced, and untyped code behavior is unchanged. The proposal has two independently votable parts: (1) scalar methods on compile-time-guaranteed receivers, and (2) scalar-typed local variables. Performance impact is measured at +0.145% instructions with zero cache misses. An AST scan of the 1,000 most-downloaded Packagist packages found zero backward-compatibility breaks.
