Intel ANV Driver Enables Vulkan Video AV1 Encoding For DG2/Alchemist GPUs

Igalia developer Hyunjun Ko has added AV1 video encoding support via the KHR_video_encode_av1 extension to Intel's open-source ANV Vulkan driver, tested on Intel Arc A-Series (DG2/Alchemist) GPUs. This builds on earlier Vulkan Video AV1 decode support and last month's H.265 10-bit encoding addition. The merge request notes that 10-bit encoding, multi-tiling, loop filter/restoration, and CDEF support are still to be implemented. The code targets Mesa 26.3-devel and has been tested successfully with FFmpeg's Vulkan Video support.
