Intel ANV Driver Improves Vulkan Video H.265 Decoding

Intel's ANV Vulkan driver has fixed a Vulkan spec compliance issue in its H.265 video decoding by engaging the HuC micro-controller firmware. Previously, bitstream parsing happened on the CPU at record time, which violated the Vulkan spec since applications can fill buffers after recording. Igalia's Hyunjun Ko implemented an HuC S2L sequence so parsing now happens on the GPU at execution time, with the driver probing HuC status to enable or disable H.265 decoding accordingly. The fix landed for the upcoming Mesa 26.3 feature release.
