LLVM/Clang 23.1 Released With AMD Zen 6 & NVIDIA Rigel Support, Partial C++26 Support

LLVM/Clang 23.1 shipped as the first stable release of the LLVM 23 series, the H2 2026 update to the compiler stack. It adds AMD Zen 6 znver6 support with AVX-512 BMM, initial support for NVIDIA's Rigel core found in the Rosa processor, x86 Lightweight Fault Isolation target support, the Arm C1-Ultra scheduling model, a new AMD HIP offload driver, partial C++26 support via -std=c++2c, more C2Y functionality, LLD linker improvements, AMDGPU GFX1310 target support, SpacemiT X100 RISC-V support, and experimental assembler support for newer RISC-V instructions.
