Portions Copyright
PostgreSQL's copyright notice credits the 'PostgreSQL Global Development Group,' a body the project's own FAQ admits is not a legal entity and cannot hold copyright. There is no CLA, no copyright assignment, and not even a Linux-style Signed-off-by convention; contributions are accepted purely through 'inbound=outbound,' where posting a patch to a mailing list grants a nonexclusive license under the PostgreSQL License, relying on precedent like Effects Associates v. Cohen that such licenses can be oral or implied. Because every contributor (or their employer) retains ownership of their own code, nobody—not even the project itself—holds exclusive rights sufficient to relicense the codebase or sue for infringement on its behalf; a relicensing would require consent from decades of individual owners. The one PostgreSQL asset that does have a legal owner, its trademark (held by the PostgreSQL Community Association of Canada), was the target of an actual attempted hijack by a Spanish nonprofit in 2021, two of whose registered marks were later invalidated by a Spanish court in 2023.
