Research Shows Quantum Security Deployment Remains Stuck Despite Enterprise Planning
DigiCert's second annual Quantum Readiness Outlook survey of 1,001 IT and cybersecurity decision-makers reveals a widening 'execution gap' in post-quantum cryptography (PQC) adoption. While 87% of organizations are planning, testing, or implementing PQC initiatives, actual deployment has grown by only two percentage points year-over-year, leaving just 7% with quantum-safe or hybrid cryptography deployed across most digital certificates. Half of respondents believe current encryption could be broken within five years, and 84% believe some of their encrypted data is already vulnerable to 'harvest now, decrypt later' attacks. Legacy system complexity is the top barrier to deployment, ahead of budget and performance concerns. Google and Microsoft have targeted 2029 for PQC migration, and NIST published its PQC standards in August 2024, providing clearer technical direction — though planning has accelerated faster than actual implementation.
