Manage GitHub Copilot app access with a dedicated policy

GitHub Copilot now has a dedicated access policy separate from the Copilot CLI policy, allowing enterprise and organization admins to independently control which clients their developers can use. The new policy offers three options: Enabled everywhere (default), Disabled everywhere, or Let organizations decide. The Copilot app also joins CLI and VS Code as a supported client for enterprise-managed settings, meaning guardrails like plugin restrictions are consistently enforced. Admins can find and configure this policy under AI Controls > Copilot Clients in their enterprise or organization settings.
