EU lawmaker who investigated spyware abuse was hacked with Pegasus
Citizen Lab has confirmed that Stelios Kouloglou, a Greek MEP who served on the European Parliament's PEGA committee investigating spyware abuse, was himself hacked with Pegasus spyware during the inquiry. Forensic evidence shows three separate infections on his iPhone between October 2022 and March 2023, including one while he was hospitalized and two during final negotiations over the committee's report. The attacks used a zero-click exploit tied to an unpatched Apple vulnerability. Citizen Lab linked the infrastructure to a campaign targeting journalists elsewhere in Europe, pointing to an NSO government client, though no country has been identified. Kouloglou plans to sue NSO Group. The PEGA committee's 2023 recommendations for tighter EU-wide spyware controls have largely gone unimplemented, and the case highlights the ongoing enforcement gap in regulating commercial surveillance tools.
