Hardening GitHub Actions workflows across the WordPress organisation

The WordPress Security Team details ongoing efforts to harden GitHub Actions workflow files across the WordPress GitHub organisation in response to recent supply chain attacks. Key measures already taken include tightening permissions directives, removing unsafe expressions, pinning dependencies, introducing Actionlint and Zizmor static analysis tools, archiving unmaintained repos, and hardening risky pull_request_target triggers. Future plans include enforcing workflow scanning at the organisation level rather than per-repo, standardising a security policy via a central SECURITY.md and HackerOne program, and implementing immutable releases, secret scanning, and rulesets. Contributors are invited to help with the ongoing hardening work.
