Software Engineering Is Moving One Level Higher

Software engineering is undergoing an abstraction shift driven by AI, similar to past transitions from machine code to high-level languages. Unlike previous deterministic abstractions, AI-generated code is non-deterministic and requires active verification. Drawing on Google's SDLC whitepaper, the key insight is that the model is only ~10% of an AI system — the surrounding harness (prompts, tools, evals, guardrails) drives actual behavior. The cost of implementation has shifted from writing to reviewing, debugging, and securing. Verification becomes a first-class engineering discipline, and guardrails must be embedded upstream before generation, not just applied at output review. New categories of technical debt emerge: specification debt, evaluation debt, and governance debt. The junior engineer pipeline is at risk as entry-level implementation tasks are automated. Engineers increasingly design the systems that produce software rather than producing it directly, and accountability for AI-generated code cannot be delegated.
