Copilot impact dashboard adds a return on investment section
The GitHub Copilot impact dashboard has a new 'Potential return on investment' section that compares spend and pull request output across developer adoption phases. Two cards break down cost per developer per month, cost as a percentage of payroll, and pull requests per month — segmented between chat/completions users (Passive/Phase 1) and agent-first developers (Phase 2/Phase 3). A salary selector lets admins model ROI against their own compensation assumptions. Also fixed: cohort user counts now reflect all users active across the full 28-day window rather than just the final day, which will noticeably increase reported counts. The feature is available to enterprise owners, billing managers, and organization owners with the View Copilot Metrics permission enabled.
