Copilot usage metrics API adds agent app activity

The GitHub Copilot usage metrics API now breaks down agent app activity by individual agent, adding a new totals_by_3rd_party_agent array to enterprise, organization, and per-user reports. Each entry includes the agent's display name, stable agent_id, user-initiated interaction count, and (for aggregate reports) session count. Teams should group on agent_id rather than display name, and must not sum the nested user_initiated_interaction_count with the top-level field of the same name. The change is backward compatible and requires the Copilot usage metrics policy to be enabled.
