GCC steering committee announces AI policy

The GCC steering committee has adopted an AI contributions policy, banning legally significant LLM-generated code (roughly 15+ lines) from being submitted to the project. The policy does allow LLMs for research, bug discovery, patch review, and analysis, as long as AI-generated output is not directly included in contributions. An exception exists for LLM-generated test cases. The committee plans to revisit the policy periodically.
