GitHub Actions: Early September 2026 updates

GitHub Actions adds three updates: a new REST API (GET /actions/runners/deprecations/{version}) that returns runtime and registration deprecation dates for runner versions so teams can plan upgrades ahead of time; a new vulnerability-alerts permission for GITHUB_TOKEN giving workflows read-only, least-privilege access to Dependabot alerts; and four new job context properties (job.workflow_ref, job.workflow_sha, job.workflow_repository, job.workflow_file_path) that let reusable workflows determine their own source identity at runtime, distinct from the existing github.workflow_ref/sha properties. The new job context properties are not available on GitHub Enterprise Server.
