Making big downloads resumable in Firefox

Firefox has shipped with network.http.response.timeout set to 300 seconds since version 28 (2014), which appears to interfere with resuming large downloads and causes general instability. Setting this about:config value to 0 or a very large number seems to make big downloads resumable and more stable, though the author admits they don't fully understand the mechanism. Firefox seems to rely on connection timeouts rather than .part files to determine resumability, ignoring existing .part files without this tweak. The instability in Firefox's resumable downloads has reportedly been a known issue since 2005. As a workaround, wget -c is suggested as a more stable alternative for resuming downloads.
