Prompt Engineering Is Solved—Prompt Management Isn’t

Prompt templates in production act like API contracts, but no standard tooling enforces them. When a variable is renamed (e.g., {ticket} to {ticket_id}), linters, type checkers, and mocked unit tests all miss the breakage. To address this, the author built promptctl, a zero-dependency Python static analyzer using AST parsing and set arithmetic. It runs three passes: PromptDiff (detects variable changes vs. a baseline), Contract Validation (checks all call sites pass the right keyword arguments), and Impact Analysis (lists every file referencing the prompt). The full check completes in ~3ms, requires no API keys or LLM calls, and returns an exit code suitable for CI pipelines. Limitations are explicitly acknowledged: dynamic prompt keys, external template storage, and semantic quality evaluation are out of scope.
