Reference same-repository actions with self-repository syntax

GitHub Actions now supports a new self-repository syntax ($/) for referencing actions or reusable workflows within the same repository. Unlike the existing ./ syntax, it resolves to the exact commit SHA currently running without requiring a checkout step. This eliminates the need to hardcode versions or rely on workspace-relative paths, keeps internal references consistent when callers pin to a full commit SHA, and enables compliance with enterprise policies that mandate SHA pinning. The feature is available on github.com and requires Actions runner version 2.336.0 or newer.
