What's been going on in w64devkit the past year

A year-in-review of the w64devkit MinGW-w64 build toolkit covers new co-maintainer Peter0x44's contributions, code-signed and immutable GitHub Actions releases, a multilib x64/x86 toolchain, an upstream Binutils fix that makes bigobj COFF format automatic, and switching from -Os to -O2 optimization. New bundled tools include CMake (defaulting to Ninja), ccmake, Ccache with Windows patches, widl/uuidgen, make2compdb, a recycle-bin utility, a C++ rewrite of quilt, NSIS, and zstd. A from-scratch C11 threads implementation ships in the Mingw-w64 runtime, std::terminate now traps instead of unwinding, and the author is experimenting with re-enabling LTO and shipping FatLTO runtimes, using AI-assisted patching to fix GCC LTO bugs.
