Agentic CLI customizations now in the usage metrics API

GitHub Copilot's usage metrics API now reports agentic CLI activity, including skills, custom agents, MCP servers, slash commands, and plugins. New fields such as totals_by_skill, totals_by_mcp, and distinct_*_use_count appear in per-user and aggregate 1-day and 28-day reports, letting enterprise and organization admins see which customizations are used most and how widely adopted they are. Customer-defined names are hidden for privacy and grouped under 'other' or 'custom', and plugin counts are a subset of skill counts so they should not be summed. Access requires the View Copilot Metrics permission and an enabled usage metrics policy.
