Copilot impact dashboard now shows feature engagement

The Copilot impact dashboard now displays how many active users regularly engage with specific Copilot features, including code completion, agent edit, passive and active Copilot code review, cloud agent, CLI, and app. Enterprise and organization report APIs gain a matching 28-day feature engagement breakdown via a new copilot_feature_engagement object, plus an improved AI adoption phase report that now includes each phase's full rolling 28-day population instead of only users active that day. This helps enterprise administrators identify which features are widely adopted versus underused so they can target training or configuration efforts. The data requires the View Copilot Metrics permission and an enabled Copilot usage metrics policy, and is available only in aggregate enterprise/organization reports, not user-level reports.
