Rails World recordings are online, new minimum Ruby version and more!

Rails World talk recordings are now available on YouTube just one week after the event. The updated Autoloading and Reloading guide is open for community review. The minimum Ruby version has been bumped to 3.3.5, enabling removal of the WeakKeyMap polyfill and further refactors. Dynamic controller/action routing (deprecated since Rails 5.0) has been fully removed and now raises an ArgumentError, with guidance on rewriting routes explicitly. A fix also makes validation error matching treat :except_on consistently with :on. 34 contributors worked on the Rails codebase this week.
