Quantum computers are progressing from theoretical to real threats against asymmetric cryptography like RSA and ECC, though experts disagree on timelines (RSA says far off; Google suggests as soon as 2029; researcher Filippo Valsorda urges taking the risk seriously). Because quantum access will likely remain restricted to governments and large corporations, post-quantum cryptography (PQC) adoption will disproportionately benefit nation-state actors over cybercriminals, since harvest-now-decrypt-later attacks primarily threaten confidentiality rather than causing direct financial damage. This creates a national security gap: well-resourced targets like governments and banks will adopt PQC quickly, while under-resourced critical infrastructure (municipal utilities, small hospitals, local emergency services) will lag, leaving them exposed to attacks similar to Salt Typhoon. NIST has already published PQC standards (FIPS 203-205), and Executive Order 14412 pushes faster federal adoption. Proposed solutions include government mandates, compliance requirements (PCI DSS, ISO 27001), default PQC in cloud/TLS/software libraries, prioritizing critical systems, executive awareness, and expanded university curricula.
